HWMWTCB6 is an NYCDDC street-reconstruction project on Vesey Street, from Church Street to Broadway, encompassing drainage and utility work and full streetscape restoration. Delivered as a City- and FHWA federally funded Lower Manhattan coordinated construction / joint-bid effort, the contract integrates roadway and streetscape work with Con Edison and ECS private utility upgrades and interference work under a Joint Bid Agreement, while maintaining traffic and pedestrian access and supporting continuous operations in a high-activity corridor.

The scope includes catch basins and a sewer clean-out manhole; roadway reconstruction with dark pigmented concrete sidewalks, 6-inch granite curbs, and pedestrian ramps; and associated street furniture, signage/pavement markings, street lighting, and traffic signals.

The water main scope supports NYCDDC’s broader distribution-system modernization through installation of new 400 LF of 20-inch, 40 LF of 12-inch, and 40 LF of 6-inch ductile iron (DI) water mains—selected for improved durability and long-term performance; a material upgrade offering superior strength, flexibility, and corrosion resistance. This investment enhances the reliability of the water supply, supports economic development, and lowers long-term costs.

In this extremely dense urban setting, the project requires intensive coordination to manage holiday embargoes, high pedestrian volumes, constrained staging and storage areas, and competing priorities for utility relocations and construction sequencing.

MIRABAL Role

As the REI consultant team for HWMWTCB6, MIRABAL is assisting NYCDDC in the management, administration, inspection oversight, and project coordination:
Office Engineer functions and project controls support, including contract records, logs, and field-office administration
Field inspection services and documentation for water main work, drainage structures, streetscape restoration, and joint-bid utility interface work
Construction documentation and compliance management consistent with NYCDDC requirements, including QA-CS coordination and closeout tracking
Community outreach coordination consistent with DDC OCON protocols, including notices, stakeholder coordination, and issue/complaint tracking

Limits/Location: Vesey Street between Church Street and Broadway (including Vesey/Ann/Broadway and Vesey/Church intersections).

Safety / QA-CS: SSP conditionally accepted; OSHA, JHA, Code 753/811 requirements; incident reporting within 2 hours and DDC emergency protocol (718-391-1911).
Federal/DBE: FHWA-funded compliance; DBE goal 13%; female participation 6.9%; certified payroll and compliance controls.
