SANDRESM1 (PA1) is a major contract within New York City’s East Side Coastal Resiliency (ESCR) initiative, advancing coastal flood protection along Manhattan’s East Side as part of the City’s broader Lower Manhattan coastal resiliency efforts, including the Lower Manhattan Coastal Resiliency (LMCR) program; it is jointly funded by the City of New York and the federal government to reduce flood risk from coastal storms and sea level rise and protect approximately 110,000 New Yorkers.

The PA1 limits extend from Montgomery Street to East 14th Street along the FDR Drive, including East River Park and adjacent bridges/overpasses and local streets. Core scope includes raising East River Park approximately 8–9 feet, installing floodwalls and gates, reconstructing the esplanade, and completing Combined Sewer Overflow (CSO) and utility work with Con Edison coordination.

The work upgrades and expands park amenities and improves access through redesigned, universally accessible connections, while restoring and enhancing the park landscape with climate-resilient planting. Flood protection is designed to extreme low-probability sea level rise projections for the 2050s. ESCR has achieved Envision Gold and Waterfront Edge Design Guidelines (WEDG) Verification and seeks LEED status.

Beyond flood protection, the ESCR initiative is intended to strengthen and enhance waterfront public spaces by improving accessibility, increasing ecological diversity, and delivering improved recreational amenities for a vibrant and highly diverse community. In doing so, ESCR reduces flood risk not only to residents, but also to businesses, critical infrastructure, and public open spaces along Manhattan’s East Side.

MIRABAL Role

• Assisting with construction management support and project administration as an extension of the Resident Engineer’s field office, including Office Engineer functions (three Office Engineers)

• Assisting with oversight of construction inspection activities for flood protection elements, associated infrastructure work, and public-realm restorations within PA1 limits

• Assisting with coordination support across City agencies and stakeholders to maintain alignment across complex urban systems

• Assisting with documentation and compliance support consistent with NYCDDC requirements for construction administration and closeout
