The SANDTWOBR Brooklyn Bridge–Montgomery Coastal Resiliency (BMCR) project is a core element of the City’s Lower Manhattan Coastal Resiliency (LMCR) program. Located along the East River waterfront from the Brooklyn Bridge to Montgomery Street, immediately under and adjacent to the FDR Drive, the project delivers an integrated coastal‑flood protection system while coordinating utility and public‑realm improvements. Permanent floodwalls are combined with movable flip‑up, roller, and swing floodgates and an interceptor gate building to protect the Two Bridges area from storm surge and sea level rise. Underground work includes trunk and distribution water mains, drainage and combined sewer overflow (CSO) measures to reduce interior flood risk, and utility coordination. At grade, the contract restores the esplanade and streetscape, balancing active recreation, passive use, and long‑term climate adaptation while maintaining views, open space, and public waterfront access beneath the FDR corridor. BMCR is directly adjacent to the northern boundary of ESCR, advancing a continuous line of protection along Manhattan’s east riverfront.
