A licensed professional engineer with a Master of Engineering Degree in Civil Engineering and a BSCE with a major in Hydraulics and Sanitary Engineering. Mr. Mirabal has over 30 years of engineering experience in New York City encompassing a diverse array of major civil engineering projects. He possesses exceptional team management leadership qualities; outstanding diplomacy, and a track record of success in critical collaborative contexts.

A former NYCDDC Deputy Director-Infrastructure Division, Mr. Mirabal directed a multi-million-dollar capital construction program in Manhattan. One of the major projects under his supervision incorporated the first large-scale, trench-less technology project in NYC along Madison Avenue, a successful pilot project that ultimately rehabilitated a 48-inch cast-iron water main installed in the 1800s. Mr. Mirabal regularly represented the Infrastructure – Construction Division at executive meetings defining projects’ scopes and goals, manpower assessments, and schedules, with emphasis given to post -9/11 recovery efforts of Lower Manhattan.

A former leading member of the NYCDEP Trunk Main Squad, Mr. Mirabal experienced unique exposure to complex projects, managed in-house, involving in-city trunk water mains, including numerous citywide shaft connections to City Tunnel No. 3 (CT3), the largest capital construction project in New York City’s history.

NYCDEP—Recipient of a merit-based promotion to the specialized NYC DEP Trunk Main Squad.
Supervised multiple and intricate trunk water main installations and shaft connections to shafts belonging to Stage I of City Tunnel No.3 (CT3). To date, CT3 is the largest in-house capital construction project in New York City’s history.
